A bund is the wall or outer tank that catches oil if the main tank leaks. Open bunds also fill with rainwater, which mixes with drips of oil. If a bund fills up, it can’t hold a leak, so it needs emptying. Water from a bund with oil in it can’t just be let out to a drain.

Only if it’s clean and you’re allowed to. If there’s any oil in it, it must be collected by a licensed carrier.
